13. Without using a graphing calculator sketch the graph of \({\left( {x + 1} \right)^2} + {\left( {y - 5} \right)^2} = 9\).

This is just a circle in standard form and so we can see that it has a center of \(\left( { - 1,5} \right)\) and a radius of 3. Here is a quick sketch of the circle.

The graph of the circle \({\left( {x + 1} \right)^2} + {\left( {y - 5} \right)^2} = 9\).  The circle has center (-1,5) and radius 3, so its leftmost point is (-4,5), its rightmost point is (2,5), its lowest point is (-1,2) and its highest point is (-1,8).
