13. Without using a graphing calculator sketch the graph of \({\left( {x + 1} \right)^2} + {\left( {y - 5} \right)^2} = 9\).

This is just a circle in standard form and so we can see that it has a center of \(\left( { - 1,5} \right)\) and a radius of 3. Here is a quick sketch of the circle.
